INTERNATIONAL COOPERATION

 

                     

The Ministry of Transport and Communications of the Republic of Lithuania is cooperating with other countries on bilateral and multilateral basis, aiming at the maintenance of relations with respective governmental structures of other countries, their international and other organisations, embassies and nongovernmental organisations. The Ministry also organises preparation of international agreements and drafting of treaties in transport and communications sector, as well as the implementation of signed cooperation documents (bilateral and multilateral agreements and conventions).  

 

Bilateral and multilateral cooperation

 

Geographical position of Lithuania, as well as EU membership, determines the fact that international cooperation in transport sector is developing in two aspects. The first aspect concerns the EU membership and respective integration of Lithuanian transport system into the West European network. Another aspect concerns a close dependence of transport infrastructure and freight carriage on the neighbouring Eastern countries. Due to these reasons the priority in the international relations field of the Ministry is focused on the cooperation with the neighbouring countries (Poland, Belarus, Russia, Latvia), as well as with other countries of the Baltic Sea region, the cooperation with which is implemented in the bilateral format:

                     

The Council of the Baltic Sea States (CBSS) – with Baltic Sea region countries (Denmark, Estonia, Iceland, Latvia, Poland, Norway, Russia, Finland, Sweden, Germany);

 

Nordic Baltic Eight (NB8), the Meeting of Ministers of Northern and Baltic Countries – with Northern and Baltic countries (Denmark, Iceland, Norway, Finland, Sweden, Estonia, Latvia);

 

Baltic Council of Ministers (BCM) – with the Baltic States (Latvia and Estonia).

 

Aiming at the active participation in the process of formation of global and regional policy, striving to enhance the image of Lithuania as a transit country in global markets and endeavouring to attract freight flows from Asian countries, the Ministry of Transport and Communications of the Republic of Lithuania initiated the expansion of ASEM cooperation fields (27 EU member states, the EC and 16 Asian countries). With this aim, on 19-20 October 2009, in Vilnius was held the 1st ASEM Transport Ministers’ Meeting, where such issues as the future vision of European and Asian transport systems, priority trends, cooperation fields were discussed, and Vilnius Declaration was signed.                           .                                                                                                   
                     

The Ministry is representing interests of the Republic of Lithuania in the following international organisations:

 

Organisation for Cooperation of Railways (OSJD), Intergovernmental Organisation for International Carriage by Rail (OTIF), Trans-European Railway Project of the United Nations Economic Commission for Europe (UNECE TER), International Maritime Organisation (IMO), International Telecommunication Union (ITU), Universal Postal Union (UPU), European Conference of Postal and Telecommunications Administrations (CEPT), Regional Communications Community (RCC), International Civil Aviation Organization (ICAO), European Civil Aviation Conference (ECAC).

 

The Ministry participates in the work of International Transport Forum (ITF) and the Organisation for Security and Cooperation in Europe (OSCE), as well as in the activities of United Nations Economic Commission for Europe (UNECE) working groups.
