The EU Baltic Sea Region Strategy(EU BSRS) is a macro-regional strategy – the first of its kind in the EU and it has been endorsed along with the Action Plan by the European Council in 2009. It reflects the needs and key directions of the Baltic Sea region and 8 EU member states: Denmark, Germany, Poland, Sweden, Finland, Estonia, Latvia and Lithuania.
 
The three strategic objectives of the EU BSRS have been specified: “Save the Sea”, “Connect the Region” and “Increase Prosperity”. Furthermore, 17 Priority Areas representing the main areas where the EU BSRS can contribute to improvements have been defined to the above three objectives.
 
The series of flagship projects is being nominated within each Priority Area – the projects concerning the key investments of regional importance or projects which may develop key solutions, new forms of co-operation etc.
